Dear Assemblymember / Senator <Name>,

Our State Board of Barbering & Cosmetology regulates the curriculum of all our beauty schools, ensures adequate facilities/equipment of the private schools, sets the standards for instructors, and provides the licensing exam for graduates.

The limited role of the now-sunsetted Bureau for Private Postsecondary Vocational Education (BPPVE) was an added layer of student protections (contract reviews, loan scrutiny, reimbursement policies, placement rates, etc.). However, as most private beauty colleges will attest, the BPPVE didn't do much, and they did not understand our schools the way our State Board did and does.

To remove any potential duplicate regulatory oversight of barbering/beauty colleges, and to make sure our State Board has sole authority over all beauty schools, we ask that you support legislation transferring all regulatory authority of our barbering / cosmetology schools to the Board of Barbering & Cosmetology(BBC). These schools should not be included in any future created BPPVE. Our State Board is much better positioned to adequately address student protection issues, provided the Board is given that statutory authority.

Respectfully,
